Users may only have one main account and another backup (or spare) account. If they are found out to have more than that, all of the person's spare accounts will be permanently blocked. If you are abusing the secondary account (by acting as another person, for example), all of your accounts will be permanently blocked.

Spare accounts are unable to receive Rollback, Administrator, Chat Moderator, or Bureaucrat status.
