I'll field this; we've ''hopefully'' fixed the issue with non-admin users being unable to create pages, while still making sure Bots don't flood the new pages with pages about highly inappropriate topics. :The Upload Wizard thing was just a temporary thing so that actual users could still edit pages while blocking spam bots. I've implemented a fix that no longer requires adding additional roles to people, so I've removed it from your user rights. Plus, I think you have sysop privileges, which supersede that anyways.
